I'd lay odds that particularly something like a Gothitelle would have the intuition to recognize something as a romantic/sexual advance and think "do i want this Y/N".
That's not to say that such a reaction would be off the table, considering that pokemon are shown to be individuals. Depending on the individual, and the circumstances of the individual, they might react favourably or they might react furiously. A pokemon like a Garchomp or something would probably tend more towards the negative reaction, I'd guess.

Considering the distance between Kanto/Johto and Unova, it's not unreasonable to assume that the different regions would be run by different governments with different views.
