Pseudolegendary Pokemon match the legends you listed in terms of BST and almost always have a massive movepool, for example, yet aren't inherently broken. Things like Azelf and Mew have similarly stacked stats and deep movepools, yet haven't been top-tier since Diamond and Pearl.
And if you factor in Sand, Tyranitar has a deeper movepool AND higher base stats than all of the Pokemon you listed. Then there's the fact that Mega Pokemon exist and, for the most part, have BSTs that surpass all of the Pokemon you're calling suspect-worthy... to say nothing of the fact that the infinitely under-rated Black Kyurem is STILL in OU because Smogon didn't figure out how to use it without a Choice Band until after they dropped it.
Unless you're referring to Pokemon Online's tiers, you're completely wrong here.
