Everyone always says that Ice needs a buff, but why? What would be some good ways to improve the typing overall? Thoughts?

This. Ice is totally fine as a type, in fact it's one of the better attacking types. It just totally blows defensively.

Gamefreak just keeps screwing the Poochyena and giving us slow and weak Ice types. We need more Weaviles with better secondary typings.

The problem is every water type learns ice beam. Ice is a primarily attacking type, so nobody needs to use actual ice types when they can just use an ice type move instead

I don't know whether the whole resistances thing is such a great idea. Maybe one or two more of them would be nice for purely balance reasons but the whole point of Ice is that it's meant to be dangerous, but fragile.

We just need more offensive ice-types and some better type combos instead of all this ridiculous slow shit like Auroros and Abomasnow

You still have to take into account Ice is the "delicate" type that's why is not good defensively but I think this is good enough to push some Ice typed pok's up to UU and maybe UU. And we will see decent Hail teams

This would be a good start, along with creating some different type combos for different situations. Ice/Steel could make for a fantastic wall in the right situations despite having two 4x weaknesses, a fast Ice/Poison type with high special attack could be a wonderful Prankster or sweeper with a good move pool, a non-legendary Ice/Dragon would make it's weaknesses much less glaring, and an Ice/Bug would just make for interesting strategy against Dark and Psychic types. Ice really doesn't have many type combos to speak of, and adding a few to the mix would make it more widely useable. That and maybe giving it a decent powered stab physical move that doesn't require you to take a hit (which will likely carve off 3/4+ of your HP in the process) to make it full-power.

Maybe Ice isn't meant to be a good type. Perhaps it's meant to be the crippling flaw in a lot of good Pokemon.
There are lots of Ice types that have exceptional stats but are let down my their typing, but maybe this is on purpose.
Imagine a steel type with Avalugg's stats, or something as fast and offensive as weavile that wasn't weak to everything. Shell Smash Cloyster without its ice typing. They'd be way too overpowered with the base stats they have.

Not trying to buff Scald. It just seems logical to me that Ice types aren't going to do so well if you dump boiling hot water on them compared to the relatively cool water used in other attacks. Hot water would melt them, but cool/cold water would get frozen and absorbed into their bodies.

A blast of water can easily melt and ice cube, I can't imagine how blasting water to a giant ice cube (an ice pokemon) would freeze the water in normal wheater. I think ice must be weak against water in normal circumstes and resist water on Hail, that must be interesting.

Making Ice-types learn Fire moves as easily as Water-types learn Ice moves. The only way to make a system colder is by removing heat from it; there's no such thing as "cold energy", after all. Obviously, all of that heat has to go somewhere, and that somewhere might as well be right down your opponent's throat.

If this happened, almost every water type could have perfect neutral coverage on almost everything. I can think of only 4 pokes that resist both buffed ice and water: Dewgong, Lapras, Empoleon, and Shedinja.
Every water type not named keldeo, rotom, seismitoad, and magikarp would get this coverage with two moves.

At this point they should make Regice resistant to Fire and many other things.
It would be an easier start just to say "ice resists water". Also, following what you said even fire should be super effective against water since a bottle of water would evaporate inside a burning house. Pokémon does not take in account quantities and we're arguing about such stupid trivialties that are GF's fault. Fuck them and their logic.

Ice is actually pretty good as a concept, being one of the strongest offensive types while also being the weakest defensive type makes a lot of sense. The problem is that GameFreak insists on making defensive Ice types because lel and STAB alone isn't enough to make using an ice type worth it. They need better reasons to be used (such as a move as amazing as Freeze Dry, which only three things can learn because GAMEFUCKINGFREAK), not a complete revamp in the type chart.
