we need a wyrm, zmey and drake pokemon from dragon-likes to have a complet.

Eh, it's just a normal Wyvern.

It should have had a Third Evolution and been the PseudoLegendary of this Gen.

As far as I'm aware, pseudo wyvern is a term invented by monster hunter players to denominate flying wyverns ill suited for flight whose wings are more used as front legs (Nargacuga, Tigrex...) and Noivern does not have problems flying.
