There was one that was in development where you took a survey at the beginning to get one of the then-16 starters (I think Pikachu was included). I forgot its name. It was really cool tho. I think it also introduced new moves like Neurotoxin (a bug move that poisons and confuses the enemy).

Pokémon Neo Rocket? Pokémon OIA (Orange Islands Adventures)? From older games.

You also play as Wes in Pokémon Colosseum, ex-Snagem member and White 2/Rosa in Pokémon BW2, an ex-Plasma member in the manga.

Would be nice if someone made a game from scratch where you can play as a Team Rocket member, due to romhack limitations.
