You're going to need some kind of explanation for that, because canonically no one but Johto had pokeballs until very recently. The vast majority of old trainers had to tame wild Pokemon the hard way.

I liked the concept they had originally planned for the games, and which is alluded to in B/W and B2/W2: no Pokéballs, Pokémon follow their trainer only for as long as they deem him worthy.
IIRC during development of Red and Green, trainers were intended to have a kind of “charisma” stat which would determine what Pokémon would obey them.

Sadly, I doubt you'll see it

Also, the whole Roman Empire is way too big for one game, unless its on a grander scale

Even Italy as a whole is pushing it a bit (recall Kanto/Johto are just two sections of what is basically central Japan)

No, I mean, the world is smaller.
Example: you start in Rome.
Route 2 on the north leads to Gaul
Aquatic route on the north leads to Britannia (post surf) and route 3 on the right leads directly to Germania. And then it circles through Asia and African until Rome again.

What if we had a Pokemon game where:

>The local region has gotten sick of dicks trying to take over the world with Legendary Pokemon

Why would we go through Germania? It'd make more sense to start though The Province, Hispania and Mauretania, and then later backtrack through Gaul to get to the Britannia water route.

I'd be super down with a pokemon game that takes place in the distant past, the only thing is trading to other gens that take place in the future make no sense, also they'd have to rework some mechanics and replace certain items. For sure it'd be cool though.
