I'd probably make it based around money, sort of like Team Flare was thought to be. But we'd take the money, not just have to be rich to survive some brought about apocalypse. Executives would be literally CEOs of various companies (in due time ;_;), we'd recruit poor kids who don't have much else going for them, and storm to the top through combination of pokemon violence, strong arming, and robbing.
Sorta like a normal real world gang except less drugs and guns, more mightyena and money.
