Teacher's had varying reactions to someone taking a cellphone out in class. Some of them would stop the class and stare at them until the person was done, I.E. shaming them into putting it away. Others would just straight up remove you from the class and lock the door behind you. You got counted as absent, too.
You were allowed to keep your phone on vibrate in the case of emergencies and step out into the hall, but texting during class was not allowed by any means. The only exception was the Internet Security class, where the teacher gave so little of a fuck that people were watching movies on netflix during his lecture.
