It isn't, you can get a shiny WISHMKR jirachi legitimately, but bank blocks it anyway

It did but the American Pokémon Colosseum bonus disc was able to generate legit, shiny Jirachi seeds too.

Kyurem is not shiny locked. That applies to the rest of the trio, Meloetta, Victini and Keldeo, but not Kyurem.
