Dragon-Type Team

My university is creating a Pokemon League, and I've been picked as its Dragon trainer. There are a few restrictions that they are placing on us:

1. No legendaries for the gym leaders and E4/Champ.
2. No Mega-Evolutions for the gym leaders. E4/Champ can use Mega-Evolutions.
3. All Pokemon for the gym leaders and the E4 MUST have their type, in the non-Mega form. So if I turn out to be an E4 member, I can't have Mega Charizard X on my team.

I've compiled this team so far based on these restrictions. Does it seem like a decently strong team? It'll be my first time really getting into competitive battling:
