Notable features: Broadcasts a signal that causes malfunctions in electronics within range, and produces unsettling transmissions in those built to receive such. Also distorts spacetime within a 200 meter spherical radius. The broadcasting radio tower is unapproachable, as upon entering the bubble, relative distance appears to no longer be fixed to the observer. Effect ceases upon existing this radius. It also contains, and appears to be cloaking, the surrounding town via this bubble, and forces its population to stay constant. Births will not transpire, and deaths flicker and rewind.
Prognosis:
I'm going to assume the temporo-spacial distortion abilities of this Tower are similar to or supersede the effects of something such as the "Room" pokemon moves. As such, Doduo has no manner of protecting itself against these, and will be unable to reach the tower in order. This makes its destruction much more difficult. Doduo's only ranged moves rely on vocalizations, except for whatever Hidden Power is.
I have no idea how pressurized air waves function in an area of tempero-spacial distortion, but I would assume that most likely the effect would be neutralization, unless one got terribly lucky. And even then, I would assume that these moves destroy through the use of resonant frequencies, not sheer impact, and so the timing of the blows would be consistently mistimed.
If Hidden Power can reach its target, then Doduo might have a chance, though at only 60 power, it would take quite a while to destroy a several story steel construct.
HOWEVER, if the field truly is equivocal to Room moves, the Doduo may be able to use Mirror Move to cancel out the field.
