Yes, chance is everything. I got my dragalge and horsea in 57 and something like 30, but it's still entirely possible to go with 100+ chains and not get shit.

I've gone 242 and then eventually got one (coincidentally it happened to be Octillery). Just keep at it, the number of times it takes to get one varies wildly.
