I mean since almost all of eevee's evo's have a relation to stone, (screw you sylveon)(Umb/Esp had those shards in the noncannon XD) i figure it would make for a cool exception to the everstone rule.
You know, by not being exposed to the other elements it would stabilize and evolve, and what better way to show that then with a stone that prevents other regular pokemon from evolving? Bonus points for not interfering with Espeon/Umbreon's evolution mechanics.
