remove levitate

make flying pokemon non-immune to ground types

make ground types hit pokemon that aren't in the air

give ghosts a truant-like ability that makes every other turn give them physical immunity

also make

fighting > bug
ice > water

make liquid poison moves (acid, sludge bomb, etc) effective vs. steel types

How about we buff hail so that it powers up ice attaks by 50%, as well as decrease the power of fighting by 50%?
Also make ice resist water.
Now for articuno just give it either snow warning or a rock version of volt absorb.

Better:

Ice is good enough offensively as it is, make it better defensively.

when a psn type inflicts the psn status it deals toxic damage.
