>A few years ago in some other casual region. . .
A library, be it by textbook or online definition, is a public institution containing collections of books, periodicals, computers, and sometimes films and recorded music for people to read, examine, listen, watch, use, borrow, or refer to for either research or leisurely purposes.
In the case of a library in a Trainer's School dedicated to pandering to today's up-and-coming Pokemon trainers who will one day choose a starter Pokemon and set foot on a journey of their very own, it's undoubtedly the former without question. As for some ungodly reason, kids seem to love categorizing that which has anything to do with reading or books as a despicable, outdated excuse of a past time that has no reason to continue thriving in a modern society.
It could be the idea, perhaps. The thought, the concept alone, of forcing a bunch of quintessentially hyperactive, energetic youths into a building and pushing them to drop their dreams of becoming Champion of the region, sit down, and read in a quiet solemn silence must be a petrifying thing to think about.
To them, it must be a cesspool, a cesspool where children are encouraged to use loaded language, and where Pokemon are strictly prohibited from entry. No excuses.
