For Tropius I tried using its Dream World art where it's standing up straight as a reference to size the Sugimori art to...until I realized that the Dream World art for every Pokemon fucked all their proportions up. Dream World Tropius has a really short neck while Skarmory, for example, has a massive head, short wings, and huge claws.
So I just estimated somewhere between the statistical height and the artwork height.
