They are accounted for "Region", as in "Kanto League Champion", "Sinnogh League Champion".
You get the same title even if there has been 2 people in the position.

Arguable points then. Even if they never held the position of Champion and received challengers, like the more typical ones, they're still worthy of being accredited the title (Though, I don't recall if N had the badges or just stormed the place with his dragon, so he might be unworthy on that issue).

The canon changes based on which trainer you chose, like with Brendan/May and Calem/Serena, where one of you is native to the region and the other a newcomer, so neither can be assuredly said to be the Champion.
