You are allowed to change any base stat(s) of any Pokemon you want. However, there are just a couple of catches:

-Stat change maximum is 15 (for example, you can give Alakazam +5 more Speed and +10 more Defense. Alternatively, damn everything in put it all into Speed).

-Stat changes must be subtracted from the Pokemon's highest stat (Alakazam's Special Attack gets lowered).
