Yes, the meta is mostly physical attackers and Goodra is really slow. Hydreigon is just completely cock blocked by Togekiss, Azumarill and Sylveon, mostly, it's mediocre but the meta isn't exceedingly unkind to it
It's really subjective. Were it to drop to UU I think it could be a good Pokemon, but just not a top threat like the other three pseudos can.
