The problem is that Game Freak keeps making Diamond/Pearl Garchomps. It used to be that we could tell what was going to tear apart the metagame because it starred in a movie. But then the line between "super-legendary" and "broken POS" became blurred. More and more ordinary Pokemon are getting moves/abilities/stats that renders them completely unstoppable outside of a single dedicated counter. Hell, sometimes they don't even have that: giving Gengar Shadow Tag or putting Moody on anything should be proof that Game Freak can't stop making broken things.

Or Swagger, if you like coin flips. Besides, Aegislash is generally considered to be the most broken thing in OU right now, and it being at +2 is implying that Thundurus is switching into it. Which is not how counters are defined.
