EV spread may seem a bit off, but it's well thought and calculated - with single Agility you get to outspeed 99% of metagame and the defensive investments will come in handy. Tri Attack is the main move here [adaptability allows you to hit with it neutraly as hard as you would with SE BoltBeam or so, Charge Beam is a move you want to use when opponent is red/low yellow health - if you KO him with getting SpAtt boost {70% for that}, HITLERS DICK becomes a real rapetrain]

It's not perfect but close to it - and it's missing Hidden Power Fight which hits Steel/Rock types harder than Tri Attack... Yet still, it's pretty optimal when it comes to Agility Porygon. Hope it will serve you well.
