There's also the part about GameFreak being Japanese, so there's a better chance of them making references to legacy anime or Japanese pop culture (like Ohmura's tendency to use squirrel teeth, a staple from a lot of 60s-70 shows. Emma's suit is something out of Tokusatsu. Bug and Fighting being associated with Justice is clearly a nod to Kamen Rider, etc.,) than the Doctor.
I'm not saying it's a bad thing fans are projecting the idea of Dr. Who on Looker, it's just not as probable as Zenigata when you look at the surrounding factors.
