Spikes is normal, it wouldn't activate weakness policy because nothing is super effective to normal.

Spikes deals untyped damage that ignores flying/levitating Pokemon. It won't activate WP.

Currently nothing of the sort would activate WP, but Spikes IS a Ground Type move.

Well, assuming they changed it so that they did trigger like actual typed damages, it would definitely have a pretty good impact. Volcarona would be a bigger nightmare.
