You can see how Brock and Misty looked like in Yellow (differently from anime) on such a booster pack too, released only in Japan I think.
The other weird thing are R/G/B Sprites and artworks of gymleaders - Just compare sprite of Giovanni to his artwork, or sprite of Sabrina for example, they are completely different. You can see how sprites should be coloured on mugshot artworks from game guide and VS. from TCG (for G/S/C), Pokemon Stadium 1 (JP)/1/2 Icons (but for regular trainers they're mostly wrong coloured) also on PokeSho icons section.
Image of Giovanni in manga Pokemon Special (R/G/B) seems to be based on sprite rather than artwork, same for Sabrina in manga Pokemon Zensho, that's for their full body.
Sorry for tl;dr, that's just my expierience while dealing of official looking of characters pre-advanced generation.
