Not only were there only a handful of each, but most of them weren't even that great, or were unavailable to you completely unless you could trade with someone. Want a Scizor or Steelix? Hope you know someone you can trade with!
Also, there were VERY few moves of either type worth using. Steel had Iron Tail, Metal Claw and Steel Wing. That's it. Dark was only slightly better with Bite, Beat Up, Crunch, Faint Attack, Pursuit and Thief. The only one of those that was even close to useable was Crunch with 80 power, and only 5 things learned it. And only 2 of them (Houndoom and Tyranitar) got STAB from it!
My point is, don't worry about it. Wait a generation. It takes time for Gamefreak to set things straight with new types.
