I'd switch Outrage with Dragon Claw personally. After a DD it isn't that weak, and you don't get locked into it should Fairies come knockin'. Seeing as Dragonite has good Speed and Dragon Dance I don't see why you'd pass up maxing it out for clean sweeps. You don't want to get outsped by other Dragonites who will most likely have their Speed maxed out, ya dig?

As for your Steel conundrum, just carry another team mate that can deal with them. Unless you'd like to skip STAB and run DD, EQ, E-Speed and Roost.

Then again, thanks to Marvel Scale you can take a SE hit at least once in most cases, so you could use a Weakness Policy on it. You don't necessarily need DD on that set as you've got E-Speed which has +2 priority, so once your WP kicks in you've a big Attack boost and you can Roost up the damage you've taken, then commence a sweep. I imagine you'd want a Jolly nature in this case to further boost your Speed, then run Dragon Claw/Outrage, EQ and E-Speed for attacking moves.

If you can transfer it to a BW2 game, do that first, then give it Superpower or Knock Off and Giga Drain.

If you haven't got access to those, perhaps you could try something like
Power-Up Punch
Fire Blast
Shadow Claw
SolarBeam
And use it in a Sun team. As for EVs, I guess something along the lines of
120 Atk / 252 Sp.Atk / 132 Speed

I'm sorry I can't be of more help, but I've never really used Heatmor before. It seems most of the best available moves are Tutor moves, so if you've already transferred it you're gonna have to wait a while for the good moves.

Congrats on getting it, though, especially in a Gen 5 game.

The reason behind the shiny Mareep is because shortly after the time of XY's release somebody found a horde with 2 shiny Mareep in it. After this it became a bit of a joke to include shiny Mareep.

MM it, because you'll want Unburden and good IVs if you're gonna use it competitively. Getting one with Sweet Veil isn't the end of the world, as it can be used as a Cleric thanks to some of the move it gets via level up (Wish, Aromatherapy), and I'd suggest going for a Modest nature. Loads of people like the Adamant Belly Drum one, but it gets less coverage than a Calm Mind Weakness Policy special attacker does.
