Why doesn't Nintendo ban obvious hackers from online services?

Since Diancie can't be traded by Internet, every person who possess it is hacker or get it from his friend.

Other customers are harmed in those cases. You already can't trade the event Pokémon over GTS, they aren't going to ban people just for having them early. You can use them in battle, I think, but unlike other games that doesn't give you much of an advantage over them.

they buy the game, they wouldn't if they couldn't play it to its fullest.

they can't have Illegal sets online so other than 3 pokemon they don't get much of an advantage, and Nintendo maintains its own competitive scene, meaning they couldn't use them any any legitimate composition anyway.

other than whining children and neckbeards no one cares

Its also a losing battle as X & Y have shown, they'll find a way around it

valve can't even combat hackers perfectly
