Articuno might be the worst member of any trio(competitively). How do we renovate this? For instance, Sacred Fire made Entei so much more viable. How do we realistically help this bird?

I was thinking about the benefits of priority Hurricane, which packs a 30% chance of inducing Confusion and would be about as strong as Talonflame's Brave Bird.

Plus you have neva-miss Sheer Cold and Blizzard.

There was a thread a while back about giving Golurk Fissure to use with No Guard, and I forget if someone said that OHKO moves don't work with No Guard.

Snow Guard Wings is completely fucking retarded anyway because they're not going to do it. They're also not going to give it Snow Warning (unless they gave Drought and Drizzle to Moltres and Zapdos), so I think No Guard would be the best ability, for 100% accurate STAB Blizzard and Hurricane.

Yes, we know. We're trying to make Articuno useable, there's no way it's NOT going to be retarded. And the priority is still important for that, since 95 Sp.A/85 Speed isn't going to make 100% accurate Blizzards and Hurricanes worth running Articuno for.
Just giving it Gale Wings is the best "sane" choice for making it at least somewhat usable, though it would still appreciate an accuracy boost.
