the only times an eviolite NFE pokemon is better than there fully evolved form is stuff like porygon 2, chansey, and people sometimes argue doublade (but losing that ability, not really.) So it's 'alright' but leagues below a typhlosion and you will suffer for it.

just because a pokemon is based on a neat
concept doesn't make it cool in practice.

The pointed snout and a few other inexplicable features reminds me of a sonic the hedgehog character on an unrelated note.
