Charizard was always pretty strong, but held back by a secondary typing it hardly profits from, but which adds a damning 4x weakness.

Then came sneaky pebbles to further exploit this weakness.

It was pretty bad in Gen 1. Even in UU it was among the weaker Pokemon. And I think that's the answer to OPs question. In Gen 1 GF obviously didn't care about competitive metagames and in the later Gens they would have to change it greatly to make it really good. Belly Drum gave it a nice niche in Gen 2, though.
