Hyper Beam has never been good since Gen 1, and even then, it was only good due to a glitch. It's a terrible, terrible move. Don't let the boost Pixilate gives it fool you, it's still a horrible idea for both Sylveon and Mega Gardevoir.
Remember, you can't do ANYTHING during Hyper Beam's recharge turn. Not even pull the pokemon out. It leaves you open to getting revenge killed, or worse, allowing the opponent to set up on you with a sweeper. It's not even worth using near the end of the match, because if you don't OHKO your opponent, they now have two turns to kill -you-.
To top it off, almost everything that would melt to Hyper Beam ALSO melts to Hyper Voice. Hyper Voice just doesn't cost you a turn, it bypasses substitute and (if playing doubles) it hits the entire enemy team.
