Steel had 3 moves. Steel Wing, Iron Tail and Metal Claw. That's it. Plus, there were only 5 fully evolved Pokemon total, and 2 of them (Magneton and Forretress) didn't even learn any Steel type moves at all. And 2 of them you couldn't even get unless you had someone to trade with. And one of them you couldn't even get if you didn't have the version of the game it was in!
Dark also had 5 fully evolved Pokemon, and only had Bite, Beat Up, Crunch, Faint Attack, Pursuit and Thief for moves.
Only Crunch had a power above 60, and only 5 fully evolved Pokemon learned it. And only 2 of them got STAB from it, Houndoom and Tyranitar.
And only Houndoom could make good use of it because Dark moves ran off Sp. Attack.
Just wait for the next generation for things to balance out a bit better with fairies.
