Cinccino is faster. The only thing you have to worry about is RockBlast missing, or if they use Quick Attack. Moreover, Cinccino can also take down Charizard Y with Rockblast. Cinccino is frail as fuck, so I use the Focus Sash on it, to insure that I can bring something down.

I run a fairly special defensive Pinsir.
Watching him take an air slash from Noivern and OHKO it with Stone Edge brings a smile to my face.
Watching him take an ice beam from Greninja and then OHKO with Storm Throw brings joy to my lips.
Watching him tear apart Toxic Gardevoir and beat down Mega Lucario makes me laugh uproriously.
