Actually, pitting the most used offensive builds(ScarfSpout vs Banded) of the two against each other it plays out like this:

Even if you're smart and go for the safer guaranteed 2HKO with Ice Beam you're still betting on the 25% chance that EQ doesn't 1HKO you.
