In the DVD commentary for the Entei movie, either Norman or Michael mentions that the producers told him that the subject of Ash's father would be visited in dub Season 4 (Johto League Champions), which is around the time the Celebi arc would have been going on if they hadn't scrapped it for some shitty movie.
Since Celebi's arc would have involved time travel, it is entirely plausible that we could have visited Ash's father's past and seen him as a trainer, or at least had something to do with him.
But "no," they said, "let's fill the arc with repetitive fillers and kill the show while we put Celebi in this shitty movie and leave the GS Ball with Kurt forever even though we've spent the past 18 months hyping it up".
