Why do most people run Hidden Power Fire over Rock on their Technician Roserades? Aren't Pinsir,Talonflame,Charizard,and Volcarona everywhere these days?

Also, Fire is boosted in the Sun. Sure, that's a bit more predictable if you're obviously running a Drought team, but it's still a thing.

Most would choose to run Weather Ball over HP Fire in sun, 100BP Fire move with perfect accuracy given pseudo STAB from sunlight.

You're only going to ever hit those pokemon on the switch in or if Trick Room is set up. Any other situation where Roserade is against the mons you've listed will result in Roserade getting KO'd before it has a chance to attack.
