It looks like it would be a good alternate form, like those Deoxys or Rotom have, but the games didn't have that ability in Gen 2, and even Gen 3

Yes. But a bulky Scyther still isn't as useful as Scizor.

It'd make sense for Scizor to evolve back into Scyther, though. At least, as much sense as for Scyther to evolve into Scizor.

Gen 2 did add Tyrogue, though. It'd have made just as much sense to add a larvae mantis Pokémon that could evolve into both Scyther and Scizor.

Bug/steel only has one weakness. Beside scizor get a badass STAB priority. Eviolite bulky sword dance scythed can be an option, but lose 50% hp to stealth rock is hard for it to sweep.
