I feel like this would make Victreebel pretty threatening. Contrary Leaf Storm off of its 120 base special attack hurts, and its higher bulk, and access to Synthesis, means that it can make use of those increasingly powerful Leaf Storms for much longer.

I don't feel like making a pic, just imagine a really edgy pitcher plant.

yeah, and why should that matter
simple method to prevent over heal end of every battle check the percentage of a Pokemons health, save it change forms accordingly then change the current Hp to that percentage

50% is still 50% whether its 50% of 1000 or 50% of 10, its always the same percentage
