The Nintendo DS already had 9 games by that time, while the 3DS was still untouched by any main series game. It was very unlikely that they would make a remake for the DS, oversaturating that console, or a remake for the 3DS, splitting the fifth generation in two consoles.
B/W were simply made because they needed to sell something between D/P and X/Y. The 3DS was implented too late to be able to mantain the standard of releasing a new Pokémon generation for the newest console generation.
So, no: no one with at least one functioning brain cell thought those remake were to come in the last generation.
