Why is it that the Azure Flute was never included as an official event? I know Masuda said he believed the event would be too confusing, but I fail to see how.

What I remember the reason being is that it's super easy to hack in the event items, so it was better to just distribute the pokemon. Event pokemon with a catch location are obviously hacked because of this.

Once you get the items for Darkrai and Shaymin, there's a fairly clear progression of logic.

"Oh hey, there's that building that was locked in that one town. Maybe this key works there."

And Oak's letter outright tells you to go to route 224.

There's not really much reason to think to go back to the top of Mount Coronet.
