Let me break it down into language you'll understand.
The only event pokemon that can be shiny are the ticket event pokemon you could get in third gen.
Ho-oh/ Lugia/deoxys
Old sea charts New but that was never released outside of Japan.
You could also soft reset for shiny legends in any third gen game.
Fourth gen the only shiny event pokemon you could get without it being specifically dictated so was manaphy and that involved receving the egg on one game and then trading it to another.
This process is not very likely.
In fourth gen you could also soft reset for shiny legends as long as they were ticket events or in game legends.
From fifth gen onwards events can not be shiny unless dictated so. Also box legends zekrom/reshiram/ yvetle/xerneas/zygarde/ and x and y mewtwo are shiny locked.
I do believe liberty ticket victini was shiny locked as well but I would have to double check on that. also I do not k ow about the roaming bird in x and y.
Some uncommon things I'm not sure about...
wishmakr jirachi....from what I understand jirachi can be shiny with rng manipulation ...but these will not pass pokebank....I'm inclined to believe the same will apply to ageto celebi...but I have no real proof to back that up...
There are some third gen events that I left out when you received a pokemon from an egg and I believe these were technically able to be shiny. but the odds were the same as a regular shiny hatch so the odds were low.
I'm sure I've missed some information. I've been event collecting for years .
