So is there actually a reason GF made cover legends starting from B/W shiny locked?

Why do legendaries need to be the cover pokemon/main focus of the game?

I thought Crystal was interesting. Focusing on the beast trio instead of the legends.

Kyurem is not in the cover of BW2, it's Kyurem-W and Kyurem-B, which you can't get shiny unless you hack them
