Wrong. It's any multi-hit moves.
Multi-hit moves in PMD is like Parental Bond except the power doesnt drop at all and it hits more than two times. You have to be fucking lucky any of them wont hits and most likely more than half of them will.

My cousin was struggling with Moltres in Blue Rescue Team--he had Bulbasaur and Squirtle. I got him through it by finding a Bullet Seed TM. Moltres went down in 3 uses of Bullet Seed.
