In every single game, the reason you go on your quest is to beat the pokemon league challenge. Defeating the champion is the goal of every single one of the PCs. Sticking it to Blue in Kanto is just a bonus, while preventing N/Ghetsis from taking over is just an annoying interruption to your challenge.
