As a minor movie buff, the third movie is the best in my opinion. They're all shit in their own way, but that's the one that's the closest to being a good movie.
It's literally one step away from being a good movie that I'd even comfortable recommending to non-fans of the series. All the new characters are well-fleshed out, Team Rocket's got some great parts in it, and every character gets their moment to shine. The young girl's grief being able to physically manifest itself via the power of the Unown was a really cool plot, and if it ended about 2 minutes earlier, it would've been great. If you're not familiar, or don't remember, the girl just uses the Unown to create herself a new father in Entei, and uses him to get her a new mother and all that. The movie ends with her accepting that none of this is real, and she's finally able to move past her father's tragic death. It would've been a great, poignant ending, but then it has to cock it up by revealing that he never really died, thus negating the entire lesson and character arc.
I'd definitely consider Movie 3 the best of the bunch. Close runner ups I'd say are the Lucario, Zoroark, and Darkrai movies. I would do a write up on all of those but I used all my space whoops.
