For me:
Japan only event legends>World event legends>Legends ported from 3rd gen>Any other legends

However any legit 4IV or better takes priority

I guess the XYZ trio, and Kalos native Mewtwo and Legendary birds would be the most valuable since there's no real way to manipulate them yet.
