Plus they want to give kids as many reasons to upgrade to 3DS as possible, and a remake of a game they're already playing on their current system is not a good enough reason.
RSE remakes are easy fucking money and can much more easily bank on nostalgiafags like XY did, the longer they wait before the DPP remakes the more money they can make from a whole new herd of nostalgiafags.
Finally there is literally no reason TO skip RSE because the sales are not significantly less and the fact that a small segment of the hardcore fan base thinks they're the worst games in the series (yet still played them and Emerald and FRLG and would still buy the remakes too) is not a good reason.
