The same reason Sawsbuck can't learn Body Slam or Headbutt yet has Serene Grace as ability and bets it can do to abuse it is Energy Ball, Bounce and Nature Power - Tri Attack. The same reason Meloetta can't learn Headbutt and Extrasensory. Once again the same reason Dedenne can't Dazzling Gleam and Flabebè can't have Leech Seed. The reason Regigigas can't even learn Rest or Bronzong can't Heal Bell and Ferroseed can't Rapid Spin or Geodude with Rapid Spin was an event only. Same reason Defog can't be an Egg Move and Espeon can't learn Aura Sphere, Power Gem and Extrasensory. And finally, the same reason lots of Pokemon can't naturally learn moves that belong to them without being an impossible concept to execute during a generation shift.
