Jellicent has more durability in its own way, decent bulk and HP stats, two great abilities consisting in Water Absorb and Cursed Body, Recover and way more coverage moves. If you're looking for a dedicated gimmick set, for example a similar to Venom Shock / Hex (Mega) Gengar, Brine can be used paired with Hex. But regardless what Jellicent have to offer more than Cofagrigus for this move is Scald, 30% chance to burn is a good replacement for Will-o-Wisp, being generally a specially defensive wall (that doesn't mind some EVs in Defense), it sure appreciate crippling physically oriented opponents. Only cons for Scald is being absorbed bt Dry Skin and Water Absorb, but the pros are being able to do direct damage beside burning and not being a complete Taunt bait.
