I like it. Only a couple things I would do differently:
-I'd keep fighting's bug resistance. I definitely appreciate trying to clear out some of the bug resistances, but I feel like this one should stick.
-Ground resisting ghost seems weird. ghost definitely should be nerfed a bit as an offensive type, but having ground resist it feels arbitrary. Any particular reason you chose ground for this? Personally, I would just bring back steel's resistance to ghost.
-Steel hitting ice for neutral and losing its grass resistance seem hard to justify flavor-wise. but I still like these changes.
-Ice hitting water for neutral would make its coverage too good, imo. Specifically, the very common water/ice coverage that many pokemon use would be quite a bit better, and much harder to resist. If you want ice type pokemon to be better offensively, I think the best option is just to give ice types better coverage moves, like thunderbolt.
